With the Digital Agenda Vienna 2020, a strategy was developed in 2015 to deal with the changes brought about by digitalisation. Due to their visual character and high information content, planning documents for transport infrastructure structures are among the most demanding types of documents when it comes to digitalisation. In the City of Vienna, planning based on BIM (Building Information Modelling) is becoming increasingly popular for new projects. The remaining fixed assets of the entire transport infrastructure are currently only available in analogue form or as scanned paper plans. To what extent does it make sense to transfer existing infrastructure structures into a centralised digital model so that it can be used effectively for maintenance, life cycle analysis and asset management?
A digital tool is successful if it is actively integrated into the organisational culture and work processes, and if the relevant stakeholders accept it and actually use it. This is why, in addition to a technical feasibility study by the Competence Center for Building and Design, a social science focus by the Competence Center for Administrative Sciences is required in order to analyse and carefully coordinate the interaction between artefacts and actors.
In the course of the project, specific technical options for conservation management will be analysed and tested with the help of a pilot project. This will allow an assessment of the advantages and disadvantages of digitisation and a generalisation and transferability analysis to be carried out. On this basis, recommendations for a digital model can be formulated between the poles of technical feasibility and social acceptance, which can be integrated into the city administration as part of asset management for infrastructure operators.
