In contrast to other projects, Home 21 does not have to be demolished or transferred once the temporary planning permission has expired, but is suitable for conversion for commercial purposes. A key element of the project is therefore the principle of a changeable mix of residential, commercial and Social Work uses. Around two thirds of the 256 flats were allocated by Wohnservice Wien and around one third by Fonds Soziales Wien [Vienna Social Fund]. The latter residents are supported by Obdach Wien and the social facilities of Caritas Vienna - a supervised mother and child facility (transitional living) and a supervised residential facility for people with disabilities. The housing complex is therefore characterised by a social occupancy policy aimed at people with lower incomes or special housing needs.
The research project will focus firstly on the housing satisfaction and needs of residents of the Home 21 project. Secondly, the challenges and solutions of moving in and out and occupancy management at the interfaces - e.g. between the property developer and property management, Fonds Soziales Wien [Vienna Social Fund], Wohnberatung Wien, Obdach Wien and Caritas Vienna - will be examined more closely with a view to the settlement process of the housing complex. The results of the project will identify possible improvements for the future support of residents and, beyond the individual case study, are expected to provide indications for a socially sustainable occupancy policy in the field of "new social housing".
