By these terms, we mean individuals or groups who reject the legitimacy of the Republic of Austria, refuse to accept sovereign measures or state authorities, and confront authorities with pseudo-official letters, (monetary) claims, or self-created “declarations.” They often refer to fictitious states, empires, natural rights, or international agreements that have no validity under the rule of law, frequently represent a legally untenable self-image of law and state, and may occasionally display threatening or aggressive behavior toward public officials. These groups are not homogeneous: they include ideologically motivated individuals as well as networks with right-wing extremist, conspiracy-ideological, or esoteric scenes. The data collected is evaluated anonymously and is used exclusively for scientific purposes, in particular to compile a situation report, a research report, and to develop practical recommendations for action for the public sector.
