Project duration: 2 November 2022 to 31 October 2024

The project "ESHB - Efficient, safe and structural detention design in prisons in Austria (ESBH)" focuses on standards for structural and technical detention design in prisons. So far, these have been very heterogeneous - in addition to new buildings, there are numerous existing buildings, including listed buildings, which meet the needs of prison management, employees and inmates in very different ways. This is precisely where the ESHB project comes in and deals with the question of how sustainable structural and technical standards can be developed for Austria's prisons in order to be able to respond even better to the different needs of the target groups in the future. To this end, the status quo of the 23 Austrian prisons - i.e. the court prisons and penal institutions - is being analysed and described.

Research Goals

The aim is to develop sustainable structural and technical standards based on social, economic and ecological sustainability. These are based on the status quo of the 23 Austrian prisons (judicial detention centres and prisons), are coordinated with all relevant stakeholders and take into account the needs, problems and use cases of all user groups. The planning catalogue and the application-oriented certification tool enable both clients (BMJ, BMI, BIG) and contractors to carry out public tenders more efficiently and effectively. It also enables faster and more needs-based implementation of future modernisation measures in Austrian prisons, in particular to support law enforcement officers and specialist services in their central tasks.
